Birth of a Bolivian STASI?

Evo's Government Minister said that the Police could find its end in the Constituent Assembly if it did not modernize. While the police is considered to be one of the most corrupt institutions in Bolivia -which would make a reform long overdue- it is, once again, the rhetoric that worries me. According to the minister, the police had to be "more involved in the social, political, economic and cultural change under way in the country, a profound institutional reform" (emphasis added). Does this mean that MAS will try to turn the Police into a Bolivian version of East Germany's STASI? Or perhaps some other official will say the exact opposite tomorrow, as it is this administration's custom? Only time will tell...
